Kiyoka Kotobuki is a supporting character in Gals! and Super Gals!. She is the mother of Ran, Yamato and Sayo and wife of Taizo Kotobuki. Like most of the Kotobuki family, she is a police officer, and expects Ran to become a police officer too. She is shown to be overprotective of her family.

Kiyoka is a tall and slender woman. She has short, wavy brown hair parted over her right eye, and brown eyes. She is usually shown in her police uniform (even when cooking at home), which consists of a white collared shirt, a blue jacket, a blue pencil skirt, a black tie, and a blue police hat.
